Gu Xueming: Accelerate development in Lanzhou

Gu Xueming, vice-president of International Trade and Economic Cooperation with the Ministry of Commerce, makes suggestions during a themed forum in Beijing on November 3.

The city of Lanzhou needs to seize the opportunity of building up a “Silk Road Economic Belt” to actively participate in the joint construction process and realize common development, said Gu Xueming, vice-president of International Trade and Economic Cooperation with the Ministry of Commerce, during a themed forum in Beijing on November 3.

Gu made detailed suggestions on how to seize the golden opportunity for Lanzhou in order to realize its economic transformation and leap-forward development. The opening-up process needs to be enhanced, including accelerating the application of comprehensive bonded area in Lanzhou New Area, establishing a special customs supervision zone and attracting more related industrial projects with a high added value and clustering effect, he said.

Gu also pointed out that the cultivation of distinctive and competitive industries in Lanzhou New Area needs to be accelerated -- including manufacturing, warehousing, logistics and information industries -- so as to create more cooperation spaces in the joint construction of the “Silk Road Economic Belt.” During the process, the international cooperation model should be innovated. For example, pilot programs could be launched in specific fields and thresholds could be lowered within pilot zones in a bid to promote structural upgrading and realize cooperation.

In addition, logistics should be intensified to help form an industrial cluster and facilitate trade, investment and information volume to flow into Lanzhou, he added.
